Electric power market reform and economic fluctuations make the power gridoperation mode becoming more diverse than ever before. How to negotiate betweenstability and economy, making flexible planning for power grid is becoming an urgenttask in current grid planning field.The new power plant capacity uncertainty, the node load uncertainty and thepower line fault uncertainty are three main fators which strongly affect the safety ofpower grid, meanwhile, the complication of net structure makes the power grid worksin N-1situation greatly possible. This paper analyzes these three kinds of uncertaintyfactors and introduce the concept of load risk factors to measure their influence. Loadnodes can be divided into two categories according to their different compensationprices. The important ones and the minor ones, their influence was consideredseparately in N-1cases. In order to further ensure that extreme cases for importantload nodes’ power supply, the branches connected to important load nodes was set upa group. After that, make N-2check for the power grid in this group. By this way, aflexible planning model was made and its result gives the planning scheme whichminimums the risk in future uncertainty environment.In this paper, Improved Monkey Algorithm is used to solve the model. ThisAlgorithm redesigned its local searching strategy, which gives it greatly searchingefficiency. The calculation results of the system examples reveal the feasibility andefficiency of the algorithm.
