The evaluation of the reliability of power system is a key procedure of regular operation, rational layout and design. Moreover, the unearthing of basic statistics establishes the foundation of the comment of the reliability, whose precision directly determines the degree of confidence of the outcome. Therefore, it’s crucial to hunt for a strategy to excavate such basic data. During the evaluation of power system reliability, the researchers are always longing for how much one factor could have an influence on the index. However, current achievements all stem from operational experience.China proposed the management of reliability, which could be dated back to1983. The next year start the collection of fundamental statistics of several components. Nowadays we possess a large amount of data and documents. Nevertheless, the samples yet tend to be insufficient, aiming at which this thesis introduced’Machine Learning Methods’which keep an excellent performance in various aspects. It selected the algorithm of support vector machine, which adapted to the data mining traits of the data samples and expelled conventional law of empiric risk minimization. It evaded from venture and perfectly blenched the actual problems of tiny samples, non-linear, high dimensions and local minimum points. The basic notion was that the learning machine should agree to the restricted amount of the training samples.The thesis reorganized and analyzed the basic statistics of electric transmission and transformation equipment at220kV level in China from2000to2010. Two categories of patterns existed in the reliabilities of elements. Those facilities with advanced technical contents, such as circuit breaker and transformers, tended to be of higher index, while mature units such as transmission line and isolator tended to demonstrate erratic diversification. Basing on GA-SVM, it founded a model to discover the statistic of the reliability. The examples were unplanned outage of220kV circuit breaker and transmission line, which manifested consummate effects of convergence. Also, several distinctions would be made between two common forecasting tactics:exponential smoothing and grey prediction strategy.The thesis analyzed existing research findings about factors affecting the reliability of city grid. Take the dependent variable as reliability ratio. And thus, a strategy to expect the reliability of a power system in a city was established. The calculation was implemented, basing on the data of an urban area in South China from2005to2010. All the determiners would be adjusted and modified to excavate how much any would affect the ultimate result. What’s more, the sensitivity would be analyzed.
