Transport volume is the key indicator to reflect the development of transport industry. Statistics data of transport volume is a strong support for governments to implement transport planning, a beneficial reference for enterprises to make management decision, and a window for the public to understand transportation system. Obtaining real and reliable transport volume data is very important to ascertain the position of road transport in comprehensive transport system.China’s current road transport statistics use sample survey to collect data and contact respondents through the workplace. Existing sample survey method has major difficult in contacting the sample vehicle. This in turn results in shortage of samples, distortion of statistical result, and government’s wrong decision-making. Beside, with the development of economy and society, data users have higher requirements on road transport statistics in terms of reliability, comprehensiveness, timeliness and other aspects. However, existing road transport statistics have difficult to meet these data requirements. Therefore, some new survey methods must be explored to collect the data and meet the needs of all data users.In this paper, the author compared road transport statistics system and survey method between China and the United States. After a comprehensive evaluation of the objective environment and the basic requirements, this paper put forward a new data collection method relying on regular vehicle inspection platform. The regular vehicle inspection platform could create a mandatory atmosphere, had a full range of vehicles, and had continuous working hours. These advantages led the platform very suitable for collecting transport data. Based on vehicle inspection platform, this paper designed new survey process and index system for road transport statistics, and built a long-term development mechanism through rotation of investigation. This could achieve sustainable development of transport statistics and resolve the problem of exiting survey method (such as huge expenditure and difficult to sustain). Besices, the author sought to combine theory with practice, attached much importance to operational function of research results, and had launched a series of investigations to test the feasibility of new methods and the validity of data collected. Test results showed that the survey data could meet the needs of data user in the aspect of coverage range, vehicle type, survey frequency, data accuracy and so on. Through empirical research, more comprehensive data also was obtained. A specific analysis was conducted to understand passenger and freight transport volume, passenger and freight turnover, average distance, energy consumption, operating efficiency, and economic and social contribution. This study also found huge bias of the freight turnover data collected under existing statistics system, and successfully collected value data of goods for the first time. Based on the commodity value data, a comparative study among different modes of transport in and outside China was carried out, and this opened up a new channel of transportation comparative study.Finally, from the perspective of improving road transport statistics, this paper pointed out the importance of road transport economic analysis; built an analysis framework and operation mechanism. This provides a reference for the reform of transport statistics work.
