Low voltage problem of Rural power system is so serious that it affected farmer life, inhibited of rural development. Investigation proved that the main reason causing the voltage quality is that the system reactive power is deficiency or reactive power distribution is not reasonable. Therefore, an antidote against the disease must be given to solve rural low voltage problem.Access to relevant literature, research the theory and equipment using in current power grid for voltage and reactive power control, and the new method and new ideas of voltage and reactive power control. Nine area control strategy using fuzzy reactive power regulating criteria, solved the oscillation problem in some regions, can maintain voltage stability and reduce of the number of on-load tap switch adjusting, on the condition of holding the capacitor adjusting frequency and reactive compensation effect. Therefore, this paper uses the fuzzy boundary nine area control strategies for voltage and reactive power control, and designs a voltage adjustable reactive power compensation device, which is applied to35kV substation in a prefectural power company for trail run. The operation analysis result shows that, the substation power factor is improved by using the device.Aiming at the low voltage problem of rural power network, the article puts forward a three cascade adjustable voltage and reactive power control strategy involving substation, line, and distribution transformer. The article introduces some key technology, including the substation voltage and reactive power control, which uses voltage adjustable reactive power compensation device for substation reactive power compensation; lOkV line regulator control, whereby the1OkV line in posterior segment mounted regulator, to improve the power quality of longer radius line in posterior segment voltage level; on-load voltage regulation with tone control,namely install intelligent voltage-regulating controller in the distribution transformer, in order to improve the terminal voltage which drops seriously. The running results proved that using three level coordination control strategy can effectively improve the rural low voltage problem, and ensure low voltage subscriber terminal voltage to the greatest extent.
