Rivers are an artery of nature and human society. The flowing rivers incubate cities largeand small and nurture various forms of life. In China, with the fast development of urbanization,old cities have been renovated and the face of cities has been changing with each passing day.At the same time, the urbanization process has brought a great impact on the ecological securityof urban river landscapes, which has already put a huge drag on the continuing process ofurbanization. River regulation is imperative. The traditional river regulation models focusmainly on "flood control and water conservancy construction". Now with the renewal ofpeople’s ideas, river regulation ideas of the new period include "creating a watersideenvironment with harmony between man and nature","seeking balance between thedevelopment and utilization of water resources and a healthy ecosystem" and "the ecologicalconstruction of rivers".In this paper, after studying related literature on river regulation at home and abroad, thecurrently advanced ecological idea of river regulation can be concluded as follows: by use ofsimulated ecological means, build ecological landscape-type rivers that can be developed andused in a sustainable way as well as of ecological, social and economic benefits.Xinjie River is an important river flowing through the urban area of Huadu District. It islocated in the south of the axle wire of Huadu and its upper reaches are within the core area ofGuangzhou Airport Economic Zone. Its effective flood control and drainage of water-loggedfields functions as well as environmental functions have drawn great attention from themunicipal and district governments. It was not only listed by the Huadu district government asone of the major projects to manage water conservancy projects within three years but alsoincluded by the Water Affairs Bureau in the12thfive-year water project plan.In the project, the ecological technology application approaches include ecologicalrevetment, constructed wetlands, ecological bases and ecological islands. The river landscapeconstruction applies landscape design principles, and with a combination of river landscapes,natural ecology, human ecology and river management, the principles and methods ofcomprehensive river regulation are summarized.In this paper, through analyzing the Xinjie river project, it is concluded that the socialbenefits of the project include optimizing the spatial layout of Huadu, enriching city functions,improving the living environment, promoting the process of urbanization, and enhancing thecapability for flood control and drainage of water-logged fields. Its ecological benefits includeimproving the water quality of Xinjie River, enriching the river’s biodiversity and enhancing self-purification capability of the river. And its economic benefits include improving theinvestment environment, pooling economic resources and promoting economic development.Considering the project properties and contents of this project, the following projectimplementation suggestions are made in this paper:After the project in available, the maintenance should be well taken for making a largenumber of compositive benefit. Considering the working people, well running machines, seniortechnology and back up resources, using extra input is allowable. When working out thenational economic and social development plan, the overall planning of land uses and theoverall urban planning, the government should take into consideration the relationship betweenthis protection and the local economic and social development, include the project in its relevantplanning and provide necessary policy support in terms of investment, credit and taxation.
