Contracting business by China has been in nearly two hundredcountries and areas. The annual growth of bidding income increases from millions ofdollars to billions of dollars. Now, although our bidding project have obtained theresults that attract worldwide attention, we still need to study and draw lessons fromforeign experience that we need deepen the reform of market economy system,continuously improve the bidding mechanism, and enhance the internationalcompetitiveness.Some scholars focus on the bidding evaluation decision support system research, atpresent our country and the study of this project a lot of foreign evaluation system allbelong to the category of information system, expert knowledge theory often throughthe database in the form of performance, but the database itself in the part of expertexperience and knowledge has obvious deficiency. In addition, in the evaluation processis often the result of evaluation expert practical ability, individual expert preference, andthe involvement of owners and some beat all evaluation results, of course, in theassessment process to avoid the interference of human factors, In such a situation, ifdevelopers in the intelligent decision support system as well as a knowledgeengineering bidding procedures can be combined with knowledge and application, andto design a more complete, advanced intelligent decision support system for evaluation,we can make the evaluation work reflects the more advanced, scientific, but also for theimprove the evaluation process fairness, in order to minimize the assessment process ofthe black-box operation, to better reflect the process of assessment principle.In order to realize the intelligent assessment decision support system, we will takethe construction and supervision bidding company as the study object, and develop thesoftware system according to its practical business process at the same time. This articlemainly includes two aspects of research: the intelligent bidding decision support systemfor knowledge representation and the analysis and design for bidding evaluationproblems.This paper mainly focuses on the following aspects:1. Keep track of and present the bidding process by computer according to theknowledge representation and the tree representation.2. The percent scoring method and reasonable low price are two more internationalmethods that draw on the basis of previous methods.3. Design and implement the construction project bidding decision support system.Provide beneficial basis for the bidding work of the bidding units’ judges to avoidsubjective preferences. This is the really effective possibilities of the supervisionreflected from the system and the restraint mechanisms.
