With the rapid development of science, technology and daily living level improved, the energy demand is increasing rapidly. Today, resource depletion is a worldwide problem. Human face to the earth’s climate change and other major environmental problems. So, people start to pay attention to the natural social, human mutual coordination and sustainable development.In recent years, all countries attach importance to the development and use of efficient energy-saving technology, efforts to improve the energy structure, seek new energy to replace the use of renewable energy. The solar and wind energy utilization is widespread, their development will not only bring about obvious economic effect, but also has obvious social effect and environmental effect.Solar and wind energy at the time of the complementary scenery generating system in the resource has the best matching, then, complementary scenery generating system is the best resource conditions in independent power supply system. How effective will wind and solar combined, by matching the complementary to eliminate the disadvantages of wind and solar energy, improve the system efficiency, become the key of joint system.In this paper, starting from today’s energy crisis, combined with the study of the geographical (Xinjiang oil base) own situation, according to the local wind energy, solar energy related resources level, research the complementary scenery in the local basic structure, characteristics, and the establishment of the relevant parts of the mathematical models, to determine the effects of each component operation results of the factors. Through the Matlab/Simulink analysis of important parts of the mathematical models, points out the factors on the equipment influence the trends and reasons, genetic algorithm is used to analyze the optimal matching, finally analysis in the area of scenery complementary power generation, photovoltaic power generation, wind power generation of three kinds of new energy power generation carbon emissions, discuss the comparison advantage.
