Research On Construction Project Operation Mechanism Of D-B Mode

Operation mechanism is a series of interrelated rules, procedures and overall order formed by them, which are needed by the elements of things in the system or each other for normal operation. It runs through the whole process of things’ development. In the field of construction industry, a suitable operation mechanism is very important for every project management modes. As one kind of management modes of general contract,"Design-Build delivery mode" is always very high concern in construction area and so the establishment of D-B modes’operation mechanism becomes more and more necessary.D-B mode combines design and construction into an integral whole for bidding, which are managed by the winner bidder simultaneously. Unified management can promote the close combination of design unit and construction unit, fully exploit their abilities of coordination and cooperation, and effectively solve the constructability of the design and the divorce problems between design and construction. However, everything has double-sided, and D-B mode is no exception. It is beneficial to all parties, but increases their respective responsibilities and risks at the same time.This article studies the relevant theory and knowledge of D-B mode both at home and abroad, distills its characteristics and application range, analyses all kinds of classification and respective merits and demerits of them, compares the differences and similarities between D-B mode and DBB mode, launches the proper analysis of D-B mode’s problems and obstacles in progress at present.At the stage of establishment of D-B mode’s operation mechanism, the article firstly selects five important factors in D-B mode’s operation process by comparative analysis, namely the project’s features, selection of D-B contractor, bidding method, orientation of supervision and the formulation of contractual framework. And D-B mode’s operation process is optimized by the influences of these factors. The optimization of operation process is one of the key points of establishment of operation mechanism. Good operation process is the precondition. According to the analysis of operation process and referring to the other modes’operation mechanism both at home and abroad, a relatively reasonable and effective operation mechanism system of D-B mode is innovatively founded through summary, conclusion and improvement. This system includes six main parts, namely process restriction mechanism, cost control mechanism, tendering and bidding mechanism, supervision and coordination mechanism, risk management mechanism, policy and law mechanism. Compared with other modes, the biggest difference of D-B mode is design. So in this article,"tendering and bidding mechanism" and "supervision and coordination mechanism" are studied in detail.At last, the article takes Metro Line5of Shenzhen as an example to verify the practicability of the operation mechanism. Significance of this article’s study lies in theoretical complement of project management modes in Chinese construction industry, promoting this mode’s healthy and sustained development and widespread use.
