Analysis On Air Traffic Flow Management Technological System

With the rapid development of the aerial transport, the air traffic volume carriedout by both the civil aviation and the air force increases dramatically. When the national airspace resources and the management of the air traffic control units cannot meet the increasing requirements, the air traffic congestions come up, which not only threat the flight safety, but also bring a lot of flight delays. The technological system of air traffic flow management has a strategic significance on keeping pace with the increasing of flight flow, reducing delays and making full use of air space and the ground resources.It is the most efficient and economical decision-making system to ensure safety. Studying the system is an important part of the research of aviation management.The technology and strategy Problem in air traffic flow management system is discussed in this paper. The main content of the paper could be described as follow:Firstly, this paper tries to elaborate the implications of technology and air traffic flow management technology, Analyse the air traffic flowmanage strategy in light of systematology. It is of great importance to analyze its essence and historical development, for air flow management is an important technology to ensure aviation safety.We Static analyzes the organization, structure and function of of air traffic flow management technical system, dynamic analyzes its evolutive motivities and principles. Through analysis and study from the view of the Systematology, we puts forward the new theoretical viewpoint of fair resources distribution in air traffic flow management system.The development situation and existing problems of China’s air traffic flow management system were analyzed, and the overseas developed systems are analyzed and compared. From the view of system design, we design and establish the organization, structure and operation process of China’s air traffic flow management system,then put forward several advices and Suggestions.For technological researchin air flow management has a short history in China, there is a big gap between our and the developed country. It is not consistent with our secondary great aviation country.we should recognize the importance of air traffic flow management system, emphases investigation,quicken system construction, for the purpose of stepping into the developed nation in thetechnological system of air traffic flow management.
