It is very important for either maritime administration or port navigation enterprises to monitor the vessel. Currently, monitoring vessel is generally performed by radar or VHF voice systems in the county of Changhai, which can not satisfy the demand of real-time and rapid surveillance. Automatic Identification System(AIS) is an independent, continuous broadcasting system working in the marine mobile VHF band, which exchanges the vessel’s identification number, position, direction and speed, etc between vessels as well as between the vessel and the shore. Though the AIS system we can acquire the ship’s dynamic and static information and can monitor the ship omni-directionally and real-timely.The real-time monitoring system of the ship is the use of the Automatic Identification System, AIS, ECDIS, database technology for all vessels equipped with AIS equipment monitoring. Monitoring center received through the serial the AIS data message from the AIS receiver parsed side to the AIS ship database storage, side directly to the the electronic chart platform for real-time display, users in the electronic chart platform by reading the AIS ship database to obtain the desired vessel information.The paper has introduced the composition of the AIS, network architecture, the AIS information processing interface protocol proposed overall design of the system and the function of the system to be divided, using the Visual C++6.0development tools, analytic processing AIS information message, while taking advantage of database access interface ADO operation database will ship related data is saved to the database, and finally the development platform of electronic chart display ship moving, static information. System through testing can basically meet the design requirements.
