With the sustainable development of national economy, the improvement of people’sliving standard, the support of the county industrial policies and the car’s peculiaradvantage on the trip, which is making ownership of the motor vehicle has rapid expand.The wide use of the car fundamentally improved in people’s living standards, at the sametime, the contradiction between the quick variable of the demand of urban traffic and theslow variables of the capacity city on-street network to the unbearable limitation. And inthe other side, cause of late arousal in city’s parking problem, lower parking standard,ineffective management and other parking problems, lead the total space of parking inXi’an city is actual lower than the parking space of planning, and the contradiction in theparking supply and demand is more sharpened.The huge parking gap needs public parking facilities to make up in the short term.In the other side, on-street public parking has lower cost and the construction period isshorter compared with other public parking, so it will become the rapid growth part ofsupply in city’s public parking facilities. As a result, there’ve a possibility that the sharpdemand of parking will become on-street parking set up in a blind way. Moreover,there’re many problem of on-street parking in the city of Xi’an, such as lack of localregulations system of parking management, many difficult in collect free by artificial wayand so on. So this paper uses the method of both qualitative and quantitative to survey andresearch the service characteristic of on-street public parking in city of Xi’an, and makesevery effort for provide rational suggestions to improvement the situation of on-streetparking.The paper firstly analyzes the main problems existing in the service of on-streetpublic park in Xi’an city at present and the influence factors of its service characteristics,and based on this, uses the theory of mathematical statistics discusses the survey methodof service characteristic about on-street public parking facilities. Meanwhile, combinewith the actual distribution of Xi’an on-street parks, determine object and scheme ofsurvey which is satisfy the demand of date precision, and used the result of compared with two survey plan to confirm final scheme which is implement in this survey. And thenthe paper in-depth analysis service characteristics of on-street public parking with the dateof survey, such as saturation, rotation rate and average time of parking, and furtherdiscusses the relationship between those three characteristics and space, fees, purpose ofparking. Lastly, this paper base on the result of this survey and the situation of on-streetpublic parking in the city of Xi’an, put forward the countermeasures in two side of totalamount control and operation management to improve on-street public park situation.
