With the proliferation of population and the rapid development of economy,water requirements of human beings are increasing fast, the total water resources ofSouth China is rich, but due to the uneven spatial and temporal distribution of waterresources, water pollution and low efficiency, is also facing an increasingly seriousproblem of water shortage. In order to achieve the sustainable use of water resourcesand sustainable development of socioeconomic, we have to allocate water reasonably,strictly control the amount of water consumption. In order to give more effectivetechnical support to water allocation, this dissertation, basing on the related existingresearch, taking the typical areas of South China as example, discussed the theory andpractice of water allocation.This dissertation firstly analyzed the particularity of water allocation of thetypical areas of South China. Analyzed the water issues that the typical areas of SouthChina are facing, compared the differences of water production, water utilization andwater shortage between typical provinces of the North and South, and got thedifferences of water allocation between them. Then discussed water allocationmethods. Divided water allocation into two parts, the basin water allocation and theregional water allocation respectively. The basin water allocation is allocating the totalwater resources of the basin to each administrative area, built the Semi-Structural andMulti-Objective Fussy Optimal Selection Model and the Multi-Factor ComprehensiveAnalysis Model; the regional water allocation is determined on the result of the basinwater allocation, and allocate the water of each region to each industry, using theProportional Reduction Method. Then chose the Gan River Basin as the case of thebasin water allocation, and used the two methods to calculate, and got two allocationresults, through the analysis and comparison of the two methods and two allocationresults, usd Weight Method to determine the final allocation result, and then choseJi’an City as the case of the regional allocation, and got the proportion of water ofeach industry.
