With the increase of road infrastructure and enlarge of transportation market scale, roadtraffic industry in our country has entered the stage of emergencies increasing. The socialimpact of traffic emergency caused by natural disasters, traffic accidents and dangerous goodstransport becomes more and more serious. But research on traffic emergency reserve in ourcountry is relatively lagged behind. Phenomemon of less, the small, scattered emergencyreserve infrastructure and low management level seriously restricts the efficacy andimprovement of traffic emergency safeguard. So, the study of traffic emergency reservefacility location and emergency supplies classification is in line with the demand of trafficcontingency reserve status, meaningful for improving traffic emergency reserve system.The paper firstly introduces the concepts and theories relate to traffic emergency reserve,and the status and problems. Then it summarizes the demanding characteristics of facilitylocation and emergency supplies classification, clears the principles that it should follow andthe purpose to achieve, and proposes methods of the traffic emergency supplies classificationand facility location. In study of the material classifying method, this paper constructs theevaluation index system of the material classification from aspects of economy, function,storage requirements and life-span, apply the fuzzy comprehensive evaluation method tocalculate the evaluation value of each first classification index, based on which it does ahierarchical clustering analysis of emergency supplies and proposes advice of emergencysupplies classification. In study of reserve facility locating method, the paper firstly clears theline of facility location under the actual situation, puts forward locating principle of "meetingthe ageing, effective utilization, streamlining quantity, reasonable distribution", and thenintroduces the0-1programming into emergency reserve facility location under the guidanceof the characteristics of "land-cover" to convert the overall layout optimization problem intolocal layout optimization, and does empirical analysis taking Hunan Province as an example.Empirical analysis shows that the reserve facility location method this paper proposescan make complex problem simplified, which is in accord with the location principle, and canrealize the economy maximally. The supplies classification method can provide scientificbasis for emergency reserves management agency’s decision-making, standardizing inventorymanagement, improving inventory efficiency, reducing inventory management cost, etc.
