Research On Old Small Town Renewal Under The Background Of Rapid Urbanization

Our country has entered the stage that urbanization plays core role in social andeconomic development. Small towns will become a more prominent strategic position inthe urbanization process and start their development on size and quality. However, oursmall towns encounter problems such as disordered structure, shabby house, congestedtransportation, environment pollution, lack of facilities. Today, reform in rural small townareas has been one of concerns of rural development. Together with attention fromgovernment and people to rural development, reform in old area of small town and newcountryside construction have been the most popular topic in urban plan and construction.Reform of old areas in small towns is the most complex social project, relating togovernment, society, economy and the public, confronted with many contradictions andchallenges. In the new era, renewal and reform of small towns is not a fragmentary issuebut a systematic engineering, which need adjust its function, structure and industry layout,to perfect their old function and meet the requirements of sustainable development.This paper analyzes domestic and abroad theory of small town reform, then selectJinjiang as its subject, which is in the rapid urbanization process. Jinjiang city is moredeveloped in economy, especially industrial growth, while the urbanization of the regionis obviously lagging behind. Secondly, based on the conclusion and analysis of its smalltowns’ development condition, this paper put forward renewal and reform ideas andmethods through the investigation, research and exploration of the issue, and thenadvances the “Jinjiang model” of government guidance, professional company service,local community operation. Finally, the model and experience are confirmed in the case ofYinglin Town Renewal in Jinjiang city, which will provide reference for other old areas insmall towns and help further theory exploring.
