After2008years the wenchuan earthquake, china has carried outcomprehensive urban earthquake disaster prevention plan. The method ofearthquake prevention and disaster mitigation is gradually formed. The mostimportant thing is the whole city buildings of the earthquake damageprediction. Therefore, earthquake prevention and disaster mitigation abouturban buildings become the important research direction in earthquakeengineering. Ningde important buildings are calculated by using the softwaresap. At first, the draws of the building are simplified and the structure formsare input the computer in SAP software interface modeling, and seismic shearparameters under earthquake are calculated. Then, the information of thecolumn reinforcement,size are obtained from the structure draw and theseismic ability of structure draw the seismic ability of the building ispredicted, and the damage situation is get by calculating interlayerdisplacement angle. Urban congregated buildings vast in territory, In order tosimplify seismic disaster prediction, a method for predicting buildings’seismic disaster was applied in this paper. Typical destroyed buildings wereselected as sample.through the building structure types, height, year, thepresent situation of quality as earthquake damage prediction effect factors ofanalogy. Then， the vulneraility matrix can be established． Finally， thevulnerability matrix of Ningde District was obtained by using thismethod．Ningde GIS system generates ningde topographic map.and the unit isdivided in the region. According to every unit of the building of the seismicvulnerability, we can assess each unit of the seismic capability. Then, seismicability weak unit be find out as urban weak links. It mainly located in the jiaocheng and JinHan district.Finally, distribution chart of buildings’earthquakedamage area be generated through the GIS.After seismic vulnerability assessment of the city’s buildings, distributionchart of buildings’earthquake damage area is obtained. Seismic weak link is positioned in ningde map. Evaluation of the seismic ability weak unit is foundin the ningde topographic map. Then, according to the evaluation,reinforcement order can be determined. It is divided into key reinforcementand general reinforced region. At the same time, detailed reinforcement andreconstruction method of all kinds of structure types are listed, to guide theningde city planning building reinforcement and reconstruction. Finally, as apart of ningde earthquake disaster prevention plan. It can improve the seismiccapability of the whole area.
