Significant variation of under layer surface caused by hardened ground is one of great changes brought by urbanization.The coming problems include rainwater infiltration, ground seeper and increasing burden of flood control system. Hardened ground is also an important reason of heat island effectIn this article, the roof of buildings, surface of pavement and ground are regarded as rainwater-collecting area, and the rainwater considered as a resource is put into resource-saving and environment-friendly operation system of rainwater collection, storage for utilization in urban. For the purpose, the following design idea and scheme are obtained in this study.1. Rainwater storage is divided into resource-based storage and ecotype storage with pertinent scheme. After collected, water should be stored first and then drained.2. Concave design aiming at greenbelt subsidence should be applied in design for cross-section of urban road. After greenbelt filtration, rainwater overflows into rainwater utilization system. 3. Design mechanism of rainwater self-balance should be carried out in new-built districts and some specific development zones, and water should be consumed by facilities and design mechanismres of closure, utilization and three-dimensional afforestation.4. The scheme for rainwater collection is designed. Especially to realize integrated design of water drainage and storage, urban rainwater pipe network can be not only present drainage facilities, but also transitional storage facilities and transportation facilities.5. Responsibility system responsible and implemented by government, society and citizen is proposed for water collection, storage and utilization.6. Suggestion for public policy and relative technical regulations of water collection and utilization is carried out.
