Currently, the national economy structure begins to adjust and upgrade, our country is entering the industrialization phase gradually. In this process, a large number of traditional industries face the fate of being obsolete. The way of dealing with the abandoned industrial factories have become an urgent issue. You should know that they have a proud history, were once a symbol of national dignity, but now very rusty, the functions of the past no longer exist too. Moreover, these old plants are often located in the city center, Under the influence of multiple factors, for example Scarce land resources, industrial upgrading pressure, city image building, performance engineering and so on. They become a burden and obstacle to urban development in many urban managers and real estate developer’s eyes. At the same time, what we get is the same office buildings and the same residential areas.Urban characteristics declines or even disappears, in exchange for the lost spirit home.Therefore, to explore the road of industrial heritage protest and meet the diverse spiritual needs of people is very important. Purposes of this article lies in-depth discussion of this issue, and try to think out some suggestions for reference. The paper can be divided into a total of six parts:The first part is an introduction.from which we can know the basic structure of this paper. Firstly, it introduces the research background and significance, including the emergence of industrial heritage, active roles and the status of protection of industrial heritage at this stage. Then, the author made a brief summary and analysis about the current research. At last, briefly introduced the framework of this writing. difficulties, and innovations.The second part is related to the basic concept and theories in this paper.involving industrial heritage, industrial heritage property and industrial heritage protection. Then,the author point out a theory that the industrial heritage belongs to the public gods. The third part, examine the status of China’s industrial heritage, which can be divided into three parts. The first part, to the Wu xi meeting as the cutoff point, there are no special industrial heritage conservation policies, laws and regulations. After2006, the special laws begin to rise.The second part, because of the similarity of the laws in content, the author takes the "Measures for the protection of industrial heritage in Luoyang City," for example, tells us an overview of the current China’s industrial heritage protection policy. The third part, the author analysis China’s industrial heritage protection policy problems. These problems are: First,The missing and weakness of protectors. Second, industrial heritage protection law system is not perfect. Third, the constraints of protection funds, over-reliance on financial investment. Fourth, the absence of industrial heritage conservation planning. Fifth, the absence of protection consciousness.At last, the lack of the dealing sort for the urgent situation.The fourth part,the author introduces us the protect status in advanced countries, such as Britain, Germany and France. conservation practices and policies, in the hope of the Chinese industrial heritage protection policy-making help. In this way, helping to implement the protect policy of our country.The fifth part,according to the current problems in industrial heritage protection,the author poses many suggestions. These measures are:First, establish the correct concept of industrial heritage. Second, set the scientific and rational management system, to achieve protection of the diversification. Third, the implementation of incentive measures, to achieve diversification of funding sources. Fourth, improve the industrial heritage protection laws and regulations. Fifth, improve the industrial heritage conservation planning, a rich heritage protection ways.Sixth, do everything possible to increase public participation, through advocacy, publicity The establishment of voluntary associations, to increase the realization of such estate courses. Seventh, develop contingency planning for theprotection of industrial heritage. Eighth, strengthen the industrial heritage protection policy follow-up study, to find out the achievements and problems.The sixth part is the end of the paper, which pointed out that the21st century is a century of cultural soft power, and many countries set the "cultural nation" as an important development strategy. The domestic policy-making of industrial heritage is just beginning, and more severe tests need us to face.
