During recent years, with the booming development of the economy, the governments have invested a lot of funds in the transportation industry. At the same time, the railways are showing a strong development momentum. However, because of the development of railways in our country starting later than the other modes of transportation, the supply capacity has been not satisfied to the demand for a long time. In recent years, many high-speed railways have been built and specially used for passenger trains. But in general situation the capacity of many existing lines will be still in a state of tension in future short terms. In china, the degree of railways capacity utilization has been higher than the other countries’for a long time. Especially in the busy main lines, the degrees of capacity utilization are up to85%or more; some sections during peak periods can even reach the theoretical saturation value. The high degree of line capacity must lead to the lack of reserve capacity. And the high-load transport state will not only reduce the useful life of the equipments but also reduce the quality of transport. More importantly, once there are transportation delays or blockage that causes by the external factors, the high-load work states will brought grate difficulties to the adjustment works; it will be waste a lot of time to resume the run delay; that situation will lead to the lower train travel speed and reducing the quality of the train diagram. Ultimately it will be affect the rail transport qualities and its market competitive position. So it is necessary to use advanced research methods and theories for a deeper exploration of line capacity utilization.Railway line transport capacities include transmission capacity and carrying capacity. The transmission capacity describe the line capacity from the point of existing activity equipments; on the other hand, the carrying capacity describe it from the view of existing fixed equipment constitutes. According to the line’s existing capital equipment, railway carrying capacity refers to the number of passing trains during a certain period, which is under the condition of certain type rolling stocks and organization methods. The value of the degree for line capacity utilization is the ratio of practical capacity, which is gained considering the window spared and volume fluctuation, with the theoretical maximum capacity.The cellular automata theory has a great advantage to study the complex systems; so in my paper, the CA model for train movement in the sections is built to study the affections of different degrees of line capacity utilization. And then it divided degrees of capacity utilization into different using types; based on these different using types, the paper analyzed the trains running status through changing the model’s parameters. By the model’s simulation results the section’s anti-interference ability is poor when its degree of capacity utilization is higher; also the trains will be waste longer time to recover from the disturbance delay. So in order to timely complete the transportation task, we must ensure an appropriate degree of capacity utilization. Based on timely completing the task we must formulate an economic capacity using plan to increase the operation qualities. At the end the paper analyses the performance of the train diagram on the basis of the model’s simulation results.
