In recent years, the development and construction of domestic urban complex is taking on an alarming rate and scale, which not only reflects the rapid development of the cities in China, but also shows the transformation of urban economic structure and the adjustment of social structure. However, the development of China’s urban complex is still at an early stage in the development process. Its functional orientation, spatial layout and urban functions, the coordination of space, all have revealed our lack of theoretical knowledge and practical experience. This article aims, by analyzing the functional orientation and spatial layout of urban complex, to provide useful guidance for the rational development of China’s urban complex, and also to enrich the theory and research on city complex.Guided by the idea of " problem posing-basic research-countermeasures-countermeasures application-conclusion", the article studies the functional orientation and spatial layout of urban complex. Based on the analysis of the research background and current status of issues, the author proposes the main concerns in this paper and defines the connotation and characteristics of the study in the basic research. The paper focuses on the specific content and strategies of functional orientation and spatial distribution of urban complex from the angle of the formation mechanism of urban complex. Finally, the countermeasures are used in the empirical analysis, followed by the conclusion of the article:(1) Overall function position must firstly be clarified, and then comes sub-functional orientation of urban complex. Factors such as the economy, policies, location and market affect the functions of urban complex. Therefore, the rationality of the urban complex functional orientation can be ensured by an objective and comprehensive analysis of those factors.(2) The difference of Urban spatial structure, the layout of land space around and the functional organization of the area not only sets various requirements to the special layout of urban complex but also adds flexibility of layout. Overall, only the space layout which is suited to local conditions can bring about efficient use of urban space and avoid unnecessary wasting of resources. At the same time, methods and techniques such as GIS and urban design concept should be emphasized in the research of the layout of the urban complex so as to provide a more scientific strategy to the construction of the urban complex.
