Civil Aviation Meteorological External Services System Design

With the rapid development of international civil air transportation over the last20years, the demand for aviation meteorological services is increasing. The meteorological department of civil aviations provides meteorological information service to the control department and other departments, this kind of service is called "external service". In the international, the affect of civil aviation meteorology is as important to ATC (Air Traffic Control) as to the airline. But in China, the meteorological department belongs to ATC; it focuses on the protection of air traffic control operation. For a long period, civil aviation meteorological services provide only fixed flight documents to Airline. In fact, according to the reduce of vertical separation, the centralized operational control of airline, the expanding of flights density and the development of general aviation, the aviation meteorological user’s requirement for refined and customized service is growing, the gap between the aviation weather forecast ability and requirement is more and more larger.Base on the investigation for the issue, this paper analyzes the situation of aviation meteorological industry and the requirement of users, establishes the design principle of the system and proposes the overall design of the construction of civil aviation meteorological external services system. According to the system design requirement, adapting the private cloud idea, the designed external services system provides services to users as a whole. Combine the aviation meteorological service characteristic, the design of the system adopts the three layer system architecture. Based on the analysis of the civil aviation meteorological data, the system employs the following two technologies:the Weather Research and Forecasting (WRF) numerical model which is used to provide calculation service to users, the Storage Area Network (SAN) storage method which is used to optimize storage efficiencyNowadays, the designed system has been constructed. Some application modules have been used, the performance of the modules matches the design requirement. The deployment of the external services system of civil aviation can improve the security of aviation meteorological service.
