Residential District Public Service Facilities is an important part in the Residential District’s structure. It is also very important to the Public Service Facilities’system of city. It will affect the community planning system. Our country has developed rapidly in recent years, but many problems on the distribution of Public Service Facilities have come out. Urban residential district is a basic component unit of city, the sustainable development of urban residential district is a important part of urban sustainable development.Compaired with single building, urban residential district affects the sustainable and healthy development of urban more directly.The paper uses a bottom-up approach, and it is a departure from the daily life of residents and residents in the investigation of the behavior. This paper analyzes the problems of the urban residential district, its improvement strategies and to improve the evaluation criteria, and proposed a combination of empirical research and theoretical research, according to the mode of discover problems to analysis problems and to solving problems.The main contents of this paper includes four parts:The first part (Chapter one and Chapter two) is to propose a research background and theoretical basis. Analysis of domestic and international research trends and research, this paper proposes the thesis route bottom-up approach. The second part (Chapter three) is research report of Residential District. By the data of the research report, analysis of the problems in the public service facilities. The third part (Chapter four and Chapter five) is given to improve the strategy and evaluation. The fourth part(Chapter six)is to point out innovations and deficiencies and for further research direction of the article.
