With the development of society and economy, the scale of power grid is expanding and the structure of it is becoming more and more complicated. Once there’s any accident, it may result in heavy economic loss and great influence of social stability. As the hydropower plants play an important role in peak shaving, frequency modulation, and emergency reserve, relative study on safety management for hydroelectric power plants should be strengthen. This study can help us minimize the damages and carry out emergency measures as soon as possible. Therefore, it can better ensure the safe operation of hydropower plants and enhance the safety and stability of power grid to promote the risk study on hydropower power plants and take some risk control measures in advanceThis paper studies on risk control in the application of safety management for Luan River Authority hydropower plant. Firstly, with the risk theory and safety control theory, the risk sources and risk factors of Luan River Authority hydropower power plant are analyzed according to its role in regional power grid and safety management condition, and the corresponding risk control method is also proposed. Secondly, with the modern hydropower power plant operation and management theory, some research on management mode foe Luan River Authority hydropower plant is conducted based on its actual situation and the requirements and trends of the hydropower plants development, and some specific measures to improve management mode is also proposed. Thirdly, there is an analysis on the technical training for workers, the construction of the emergency response mechanism and safety culture construction of Luan River Authority hydropower plant based on risk control theory and safety theory, and practical solutions are put forward as well. The result of this paper contributes to raising the safety management level of Luan River Authority hydropower plant, promoting the its sustainable development, and also leave a certain reference and guidance for other hydropower plants.
