With the progress of science&technology and development of economy,ports of our country have stepped into a new stage.In this new stage,there will be not only new opportunities,but also many new problems such as environmental degradation and energy shortage.As very important consumers of energy,ports should undertake corresponding responsibilities in the mission of Energy Saving&Emission Reduction.Handling operation is the main job of port production.So whether handling technology is reasonable or not will have direct effects on the energy consumption of handling operation.To save energy consumed in handling operation,technology and managenment should be considered first. In terms of technology,it means improving energy utilization by applying advanced handling machines,transport machines and tools to reduce energy consumed in handling operation. In terms of managenment,it focuses on raising production management level,such as guiding handling operation with advanced and scientific management concepts and methods.In this paper,general cargo’s handling operation which has complicated pro cesses and serious energy consumption is taken as the research object,and redu cing energy cusumption in handling operation as the research purpuse.First,by c onsidering datas of a certain general cargo terminal’s performance,general carg o’s handling process is analyzed,and characteristics of machinery equipments’e nergy consuming is summarized.Improving energy utilization of machinery equi pments is proposed as the basic principle of the energy-saving of general carg o’s handling technology.At the higher level,minimizing the energy cusumption o f handling operation in a certain planning period on the whole is considered a s the highest principle of the energy-saving of general cargo’s handling technol ogy,not just minimizing the energy cusumption of only one handling mission.B y summarizing and analyzing characteristics of general cargo’s handling technol ogy,assigning proper berth and proper storage to each ship is considered to be the most effective measure to obtain the operation plan that minimizes the en ergy cusumption of handling operation in a certain planning period on the who le.At last,the model of energy-saving and optimization of general cargo’s handli ng technology is established based on the basic theory of0-1programming.By introducing the working principle of Genetic Algoirthm,coding functiong,popul ation initialing function and genetic operating(such as selecting,recombining and mutating)function are designed to solve the model.The program of Genetic Al goirthm designed in this paper is proved to be effetive to solve the model by annlyzing and estimating the solution results of the model.Through the research on energy-saving and optimization of general cargo’s handling technology,the management of energy consuming at terminal is considered to be vital to reducing energy consumption of handling operation and raising production management level of port.Only by strengthening recording and analyzing datas of terminal’s energy consuming and monitoring the current conditions of each link’s energy consuming,can the most reasonable and scientific handling operation plan be made to realize the purpuse of minimizing the energy cusumption of handling operation in a certain planning period on the whole.
