With the vehicle growing year by year, many kinds of the traffic demand is increasing. Because of the characteristics of high speed, comfort, efficiency, the city expressway plays a significant role in connecting the city group and ensuring the supply of long-distance transport. City expressway and other urban roads are different in the road traffic characteristics, the driver characteristics and the traffic flow characteristics. They will have all kinds of problems of conversion and collaboration, leading to disrupting traffic, reducing the efficiency and affecting the security. Therefore, integrated management of the city expressway and other urban roads, which become a efficient system, are important to the traffic development of the of city.In the thesis, it organized the structure and content of integrated management and control with the methods and technology of system engineering. First it analyzes the element of the system environment, which included the difference and relation between the city expressway and other urban road. Based on the analysis of the structure, function, contact of the system, it design the architecture of total level and static traffic management and dynamic traffic management of sub-level.The paper will research the key problem or way of static and dynamic traffic management sub-integrated system respectively. It study the manner of the node selecting and optimizing of city expressway, which establish a node selecting and optimization macro-model and analyze from the importance, matching, circuitry and reliability four microscopic indicators of transport network. In the dynamic opinion, combining with advantages and disadvantages of the dynamic management methods of expressway, it proposed a dynamic hierarchical method of management, which determined which level the section of city expressway belongs to and implements the dynamic management strategy. Finally, it provided the case of the north third ring expressway in Zhengzhou, designing software with the IDEF model and programming to simulate the process of application of dynamic hierarchical management under accident conditions...
