With the gradual depletion of global fossil energy, the use of renewable energy is becoming more and more important in energy strategy. Because of its characteristics, such as clean, huge reserves, relatively mature technology and so on, wind energy has become the first choice for the world to develop green energy. Since2006, China’s wind power industry has entered a leap-forward development stage. Some other characteristics as intermittent and stochastic of wind energy has brought great challenges to power system operation and regulation. Further more, active power fluctuations of system node increase the difficulty of grid frequency control.This paper is based on the AGC model of the FDS, the model is aimed at changes of measured parameters, such as time, the second FM governor, AGC control of the boiler, turbine, water machine, etc, constrained by the climbing speed of the AGC control and conventional units. According to the actual structure of the Northwest Power Grid, subject select the2011Winter foundation ways as an example. TBC-of TBC mode is been used in each district of the Northwest Power Grid, a two-area AGC model is been set, area one is A province Power Grid, area two contain B province Power Grid, C province Power Grid, D province Power and E province Power Grid. According to the simulation results, this paper analyze the effect of the AGC stabilize the frequency fluctuations in the Northwest power grid for a long time-scale large-scale wind power access. The simulation results show that, if power grid with large-scale wind energy can build the appropriate AGC control, it will be able to inhibit active power and frequency fluctuations caused by wind power.
