The essay says the rapid development of China’s port logistics is accelerating the port’s freight handle and container handle, facilitating the formation of five large ports groups, including Bohai Rim Area, Yangtze River Delta, Southeast Coast, Pearl River Delta and Southwest Coast. With the vigorous growth of the port’s cargo throughput of up to832452tons in2011, the functional division and cooperation among port terminals, off-dock logistics nodes and logistics parks is formed, the concept and reality of port and city with the dock-to-logistics park freightage structure is realized, increasingly protruding the influence of the freight traffic stemming from the collector-distributo of the port freight upon the urban transportation of the internal and the location of a certain port. The essay focuses on the forecast and assignment of the freight traffic flow.The features of the port freight traffic flow, the constitution of the port freight transportation, the time distribution characteristics of the port freight traffic flow and the features of the function-oriented pattern of the road network are analyzed in the essay as well as the no uniformity in time of the Harbor City’s freight traffic flow and the function-oriented collection and distribution road network aiming at the trend of large ports.Furthermore, the forecasting method of the volume of freight traffic concerning the collector-distributor system is researched, factors influencing the traffic flow are analyzed in the essay and the BP artificial neural network forecast model is built. The verification and analysis are conducted by applying HuangHua Port’s actual operational data and the " Matlab " experiment simulation system.Lastly, the essay focuses on the freight traffic assignment of the collector distributor system, studying the improvement of the impedance function of the assignment model of traffic network according to the time distribution characteristics and the function-oriented pattern of the road network. The verification and analysis are conducted by applying HuangHua Port’s operational data forecast and the" TransCAD " experiment simulation system.
