Railway Wagon-loading Yards refer to modernized railway freight stations or special lines that are outfitted with highly professional installations and handling machinery. The construction of wagon-loading yard corresponds to a series of important requirements including the innovation of transport organization, the optimal allocation of transport forces, the improvement of transport capacity and economical benefits and the urgent need of railway system reform. Due to the fact that the investors of the yards are usually social manufacturing enterprises, as well as economic management administrations who show great interest in the economical and social benefits of the projects, a detailed research on investment benefits is necessary for the yards to attract social investment during the process of construction.This dissertation firstly gives a simple description over the concept, functions and features of railway wagon-loading yard, effectiveness and problems are listed afterward. Secondly, the basic theories of investment benefit evaluation are introduced with the concern of the economic elements. Then the structure of cost and income system for the wagon-loading yard is built, which later is used to calculate the economical returns from both financial and national aspects. In order to evaluate the social benefits of the yard, after studying and comparing relative algorithms, this paper chooses Fussy AHP method and builds the evaluating index model. Based on the technique of Visual Basic language, the social benefits evaluating system is developed to realize the FAHP algorithm and its model. Finally, W wagon-loading yard is studied as a case example, overall investment benefits are analyzed. The result is almost in accordance with the conditions of the case, which shows the method and model designed in this paper are reasonable and therefore imposes positive theoretic support for railway departments during the actual construction and operation of railway wagon-loading yards.
