With the development of the world economy, ocean shipping maintains a steady growth. As the number of vessels increases, the traffic situation becomes increasingly critical.Waters nearby Cheng Shan Tou is the traffic junction of marine transportion. It is not only the only way to ports of Bohai Sea and the north of Yellow Sea; it is also one of the important fishing grounds. Because of the complex navigation environment, poor nature conditions, heavy wind, swift current, heavy fog, large traffic density, the cross of used routes, many coastal cultivating areas, the navigable space becomes very narrow, and marine traffic accidents and pollutions occur frequently.This paper studies the berth and unberth strategies of Cheng Shan Tou marine working vessels. According to the present marine working vessels’wharf, this paper analyzes the navigation environment nearby and expounds the present situation of navigation and traffic environment. This paper gathers statistics on traffic accidents to reach the reasons. Also this paper analyzes the relative compact between Cheng Shan Tou marine working vessels’wharf and navigation environment of waters nearby, including the compact of wind, current, shallow points and coastal cultivating areas. Then this paper proposes the berth and unberth strategies, including inbound and outbound channel design (channel direction, length, turning point) and navigating methods. Finally this paper proposes manipulation plan and security measures. The research will make the management of navigation safety more scientific, systematic and standardized, it will also ensure good navigation environment and traffic order of this area. The marine traffic accidents caused by increasing vessels will be less and less, the waters will become cleaner and navigation safety of vessels will be much safer.
