China has imported240million tons of crude oil, up by17.5%to previous year and cost more than$13.5billion which is up by51.4%over last the previous year. According to the sharply increase of the imported crude oil, China has more and more depended on foreign oil."The Economy of Oil and Chemical Industry in the first half of2011" issued by the ministry of industry and technology information said:China’s apparent crude oil consumption is191million tons,8.5%over the previous year, the degree of dependence on foreign trade has risen up to55.2%more than the U.S (53.5%) which is the first time more than the U.S.As the most primary tool of shipping, oil tanker has continuously changed by the growth of the world oil consumption, single bottom has transformed to double bottom and the ship tonnage become bigger and bigger.So the accuracy in measurement is significant to the profits of enterprises and strategic reservation. Our country measures crude oil by weight while the international standard is measured by volume.In order to increase the accuracy of measurement of shipping oil, this thesis analyzed the procedure of transferring process of discharging, measuring method in all steps and the factors affecting the accuracy. Comparing Three Volume Correct Factor Table used by the U.S, Japan and China which are based on different standards. This thesis analyzed the potential factors affected its result and gave the correct correcting method. Based on the practical instance, a calculate table designed by Excel and based on the three Volume Correct Factor Table (6A,54A,60A) to comparing the results of oil measuring. After all the above studies, international oil transferred by shipping can be more equitable, not only a reference to related staff, but also a guideline to the seafarers.
