The object of barrier-free design is no longer confined to handicapped person, but a wider range of people that there are obstacles in their daily life. The level of the urban barrier-free facilities has great impact on the work and daily life of the physically challenged crowed. Urban facilities Barrier-free design not only determines overall evaluation of the urban environment and the important connotation of the city spirit, but also reflects the degree of civilization of the city to a certain extent. Barrier-free design reflects the universal respect for all members of society and full intimate care to the human life. In the1960s, developed countries began to pay attention to a Barrier-free design, and achieved great development in the construction and norms system related facilities. The extent of Chinese construction of barrier-free facilities in the city, the relevant norms of research and development to a late start, and there are a lot of practice and awareness for the lack. In a short span of fifteen years, our urban barrier-free facilities have been greatly developed. However, due to the aging population in China constantly serious, the urbanization process the continuous developing, all what led to the lack of urban per capita resources. There are still problems of the planning, construction, and management in urban barrier-free facilities.In this paper, after viewed a large number of domestic and foreign materials and documents of urban facilities barrier-free norms, the research background bases on barrier-free design theory, researching the city facilities barrier-free norms of the developed countries and sorting its urban facilities barrier-free system of norms, combining Chinese city barrier-free facilities construction and usage, to further improve our urban facilities barrier-free design norms, urban facilities Barrier-free norms framework, which meets China conditions is made. Wish the paper contributes to improve construction of urban facilities for the people of the architectural design, urban planning, industrial design, and environmental art. Simultaneously, the implementation of the Barrier-free norms will make the urban facilities further serve the vulnerable groups, to protect the basic rights of the physically challenged crowed to improve their quality of life.
