The emerging of Wuhan City Circle follows the China Central Region Rise strategy and brings great opportunity for the development of its important member, Xianning. However, Xianning’s development needs the promotion of external forces as well as the exploration of its individual potentials so as to make its internal strength increasingly grow. Although the constant development of Xianning in recent years has improved its status in Wuhan City Circle with the integrate strength has reached medium level and some aspects even reached upper level, which are not enough. Besides, the successful experience of city image design at home and abroad has suggested us that it is indispensable for Xianning to exam its city image so as to explore its potential thoroughly and depend on city image design to get faster and better development, therefore, this paper will make city image positioning and design of Xianning under the background of Wuhan City Circle by adopting CIS theory.This paper will firstly analyze the natural, social and economical background of Xianning, and then investigate the local residents and outsiders of Xianning on Xianning’s city image so as to obtain Xianning’s awareness, reputation and Xianning’s mind image, behavior image and visual image. Based on the analysis and investigation above, the city image positioning will be made for Xianning under the background of Wuhan City Circle from location, city function and economy aspects. And the result of city image positioning is that Xianning is the golden triangle of Wuhan City Circle, Chang-Zhu-Tan City Group and Poyang Lake City Group, the tourist destination, low-carbon and ecological city of Wuhan City Circle with its integrate economic status is in medium level while its economy has great potential and momentum in development. Finally, city image design for Xianning under the background of Wuhan City Circle will be made from mind identity, behavior identity and visual identity aspects. In the city mind identity aspect, the city spirit will be designed as "endeavor, weight bearing, pioneering and innovative", city slogan designed as "create eco-tourist city of Wuhan City Circle and national gardening and livable leisure city", and city development goal designed as "build into economically strong city of south Hubei and tourist and cultural city specialized in ecology and hot spring in Wuhan City Circle". As for the city behavior image design, Xianning’s government image will be designed as "legal and efficiency, probity and innovation, advancing with the times", and its enterprises’ image designed as "forging ahead, operating characteristics, low carbon and high quality", and the public image designed as "enthusiastic and generous, diligent and pragmatic, honest and versatile". And in the last visual image design aspect, this paper creatively designs a city logo named "Phoenix chasing sunrise" for Xianning under the background of Wuhan City Circle.
