In the summer of2011, many areas of our country suffered heavy rainsattacks and water-logging which was seriously appeared in many cities. Whyurban drainage system as one of the infrastructure is so fragile under theaccelerated development of urbanization process, it causes me to research andthink for urban drainage system. In our country, because of the attributes andcharacteristics of the public product of drainage facilities, the urban drainage isalways as municipal public utilities for a long time and the government isresponsible for investment construction and operation management, it means thatthe government implement administrative monopoly operation and managementsystem and use the management mode of the institutions for the urban drainage.The perspective of my paper is researching the difficulties of the development ofurban drainage in the administrative monopoly operation and management system.The mainly method is case study and I selects Jilin city as the research object. Thethesis is focusing on the roles and the contradictions and conflicts of thedepartments of government in the drainage facilities planning, construction andmaintenance management process and the opinions and recommendations of thereform of urban drainage according to the problems existing in the managementand operation.Through combing the research literature of urban drainage system, I find outthe studies on urban drainage system and drainage facilities are detailed andcomprehensive, but researches on the management system of drainage is fewer.This paper focuses on urban drainage administrative monopoly managementsystem, how to rationalize the relationship between the departments of thegovernment and the relations within the department, so the research value of the thesis in theory is the supplementary to the research field of urban drainagemanagement system. In practice, the paper puts forward two kinds of ways of thereform of urban drainage through the analysis of the present drainage situation inJilin city. Although the problems of urban drainage encountered in each city arenot the same,the drainage reform plan of Jilin city also has a certain significancefor other urban because there are the same or common problems in administrativemonopoly operation and management system.In the process of case study in Jilin City, firstly, the paper clears the divisionof responsibilities between government departments in the management process inthe level of existing system design. And then, it analysis the cooperationdifficulties between the drainage facilities planning, construction and maintenancemanagement and other departments in the actual operation, the result shows thatthe three departments lack of effective supervision and management from thegovernment and the effective cooperation and coordination between the threedepartments. It analysis the city-district levels of conservation management modellack of effective supervision and regulation on the district level in themaintenance and management process of the drainage facilities; The conservationdepartments with the management authority and the law enforcement agencieswith enforcement powers are lack of effective coordination working mechanisms;The management system of unity of the institutions and business and the unity ofmaintenance and management of maintenance management department makesmaintenance and management work lack of effective incentive work. Finally, forJilin drain current situation and existing problems, put forward the views of thereform of the two urban drainage. The first one is reforming the existingmanagement model of institutions and implementing the company reform of theurban drainage learning from Shanghai, including Implementing the Companyoperating model in the construction of drainage facilities (drainage network andsewage treatment plants) and determining conservation units trough Biddingapproach and Funded by the Government in conservation and management ofdrainage facilities. The second one is establishing a good coordination mechanismof urban drainage work through rationalizing the relationship between planning, construction, conservation management and law enforcement departments underthe maintenance of administrative monopoly management system and achieve thegood operation of urban drainage through the reform of management within theconservation units.
