Research On The Co-operative Partners Selection Of Railway Administration Logistics Enterprises

With the rapid development of logistics industry in China, many modern logistics enterprises achieved allocation of excellent resources at regional, national and even global area by network expansion, joint ventures, strategic alliances and others ways. In recent years, the development of railway logistics has been paid more attention, especially Ministry of Railways proposed diversification strategy. It’s clearly pointed out in a file that "Actively promotes joint ventures, cooperative enterprises, joint ventures among enterprises, avoid disorderly competition, achieve mutual benefits and common wins." As important part of railway operation, Railway Administration Logistics Enterprises has been working hard to improve the modern logistics service capacity of railway, establish one service system for door-to-door logistics. However, in the cooperation and operation of Railway Administration Logistics Enterprises, some problems such as cooperation fields and partners are not scientific; guarantee mechanism for cooperation is still lack, etc. In this context, systemic research on the partner’s selection problem of railway administration logistics enterprises cooperative operation has far-reaching strategic significance and important practical significance. It will help railway administration logistics enterprises to seek a breakthrough of cooperative operation, achieve railway administration logistics enterprises network management, expand rail logistics "door to door "transportation, strengthen rail extension services and form a whole competition joint force of the railway.On the basis of a series of investigation and summary analysis, this paper studied the partner’s selection problem of railway administration logistics enterprises cooperative operation from the following aspects.Firstly, this paper analyzed the development situation and exist problem of railway administration logistics enterprises cooperative operation and researched the necessity of the partners’selection. This paper analyzed the principles of partner selection and designed a three-stages partner selection proposal.Secondly, this paper elaborated the development trends of railway administration logistics enterprises cooperative operation. The paper designed analysis methods of the supply market by determining the potential supply markets, forecasting the supply market demands, and calculating the amount of railway transportation. It built a regional evaluation index system and the enterprise primary evaluation index system, and then Choose DEA Evaluation Method to evaluate. The paper designed a method of optimizing partner’s selection based on transportation demand and supply capacity.Thirdly, the paper studied the case of Cheng Tie logistics and chosen grain as a research object after the analysis towards the supply market needs. Based on the analysis of the Sichuan Province and Chengdu region, this thesis calculated Chengdu regional railway transportation need of grain in the near future. The paper selected Heilongjiang, Jilin, Shanxi Province as the cooperative area and4logistics companies as potential partners by DEA evaluation. The paper identified three companies eventually by comparing supply ability and the primary enterprise logistics service capability.Finally, the paper analyzed risks of railway administration logistics enterprises cooperative operation and putted forward risk prevention and control measures. It researched on the relationship management among railway administration logistics enterprises and relationship management between railway administration logistics enterprises and others, and proposed related corresponding protection mechanism.
