Ports as the intersection hub of various transport modes, have a strong dependence on the collection and distribution system. Speed of the port collection and distribution system is faster, the containers turnover is more rapid and the utilization of the yard will improve. So the ports collection and distribution system is a strong guarantee of the port throughput and plays a vital role to the port function play.Port collection and distribution system is composed by various transport modes, in order to become the guarantee of port efficient and rapid operation, the various transport modes should retain a reasonable proportion. However, Among China’s port container collection and distribution, road transport accounts for about84%, waterway transport accounts for about14%, while rail transport accounts for only about2%. China’s port container collection and distribution mainly rely on the road transport, waterway and rail transport failed to play its due role. The high proportion of road transport cause many ports severe overcrowding, and the ensuing delay has greatly increased the cost of the carriers and the shippers. And the roads of China’s major ports are required through the city, interfere the urban traffic. In addition, the environmental pollution caused by road transport, not only is the threat to people’s health, but also deviate from the concept of the development of green transport.This paper chooses container collection and distribution mode selection decision as the goal, uses cargo transportation choice behavior theories, by study the shippers’ behavior, to provide accurate and effective analysis tools of the collection and distribution market demand for the carriers. Using content analysis to identify the main attributes, designing the revealed preference (RP) to obtain the actual data, using the multinomial logit model to analyze the impact of the main attributes to the shippers’ decision-making. Building multiple attribute decision making model, based on the characteristics of the model and "partial compensation" between the attributes, using improved ELECTRE-I method to solve. Finally, an example to verify the validity of the model and algorithm, carriers can use the sensitivity analysis as a market analysis tools to improve the transportation and production operations, to improve the quality of transportation services.The optimal adjustment of the port transport structure in order to effectively promote and give full play to the collection and distribution advantages of railways and waterways, reducing the share rate of the road collection and distribution of high pollution. China’s ports collection and distribution system to follow the efficient, low cost, environmental protection purpose, the promotion of China’s transportation industry better and faster development.
