Entering into the new century, the importance of water transportation crisis management has been gradually accepted by all quarters of the society and prioritized on an outstanding position; the booming world economy boosts the industry of water transportation, while the loss made by the accidents of water traffic crisis unavoidably increases as well. Insufficient economic and social loss can be recovered by only depending on rescues and emergency measures after the accidents. Therefore, it is particular important to adopt disaster mitigation which can prevent crisis accidents or narrow the scope of influence before the accidents happen. Disaster mitigation is the first step on administrative time chain of water traffic risk management, and the base for crisis preparation, response and recovery of water traffic risk management as well. Great importance is laid in researching disaster mitigation to prevent water traffic risks. This article chooses disaster mitigation of water transport crisis as the research content, and tries to raise the disaster mitigation strategies which lives up to Chinese national conditions based on absorption of foreign advanced experience.This article is divided into six parts:the first Chapter is the introduction section, which introduces and elaborates the background and the significance of the thesis, relative research home and abroad, research content, methods and course. The second Chapter is the introduction of relative concepts and the explication of the connotation, features, utility and basic process of disaster mitigation of water traffic risk. The third Chapter basically analyzes the development present situation of China’s disaster mitigation of water traffic risk, describes the existing behaviors and measures disaster mitigation of water traffic risk, and points out the existing problems to analyze the causes of problems. The fourth Chapter is to refine the experience which worth considering by China through analyzing the development process of disaster mitigation of major foreign countries (take the United States, Japan, India, for example), thus we can take advantages of the experience to develop our own disaster mitigation process in the future. The fifth Chapter is to propose a strategy project on disaster mitigation of water traffic risk, and to systematically elaborate a whole framework of building disaster mitigation of water traffic risk which lives up to Chinese national conditions based on construction principles, construction ideas, specific measures and the problems that should be paid attention to. Finally, the author summarizes the thesis, and points out the results of this paper and future research direction.
