Research On The Strategies Of Village Reconstruction In Urban Fringe

At present, China’s urbanization has entered the acceleration phase. With the economic development and social prosperity, the urban population is rapidly inflating, the city land resource is confronted with a serious shortage. By the burden which the city is enduring continues increasing, the urban sprawl expands unceasingly. The urban fringe area is stand in the breach, becoming the main region of the urban spatial development, diffusion and spread in China. It is also the sensitive area which is changing fast, developing rapidly and causing the contradiction and problems of the most. Various development zones, industrial parks, college town, eco-tourism garden and residential projects have been built in this area. The trend which cannot be halted seems like the bamboo shoots after a spring rain. As the village reconstruction which is one aspect of the urban fringe development is the most difficult and complex part, it is seen as a top priority.China’s urban fringe areas are mostly in the rural areas, in which the land is used for village development and agriculture primarily. As the city economy, culture, lifestyle and other factors influence and infiltrate, the peasantry’s desire to improve their living condition to narrow the gap with the citizen is more and more intense, village reconstruction is extremely urgent. According to China’s current policy, government requires intensive land-use and basic farmland protection, but the village development land utilization efficiency is relative loose. So the village reconstruction that can solve these problems is encouraged by the government. Therefore, the urban fringe village reconstruction is gradually entering the climax. This is an unprecedented opportunity for it.However, it is different from the reconstruction in the urban built-up area, there are more complex issues need to be considered. For example, after peasants lost land how to ensure their income, employment channel, social security; which residential building type is adapted, how to guarantee the peasants to get their interests from the development process, etc. All the issues are the important judgment criterions for the reconstruction development success, and relate to the social harmony and stability. Therefore, how to promote this project scientifically and effectively under the interests of all parties are safeguarded, is not only a realistic problem, but also a subject which is in need of further study.In this article, by studying the domestic and international urban fringe village construction concept and theory in system, interpreting relevant domestic policies and regulations, summarizing the typical cases’experience, discussing the necessity, problems, purpose and strategy in the village reconstruction, and taking the village reconstruction in Baoding National Hi-tech Industrial Development Zone as a successful example to explain and analyse in-depth, it raises the development strategy that the village reconstruction can be in line with China’s contemporary situation and the development requirement. As a result of carrying out the strategy, the urban fringe village reconstruction can be in harmony with the city development and the urban-rural harmonious project, and then all the three aspects can supplement and complement each other very well. In conclusion, it is sincerely hope that this thesis may be provide some reference and help for the future urban fringe village reconstruction of Baoding as well as some other the same type domestic cities.
