Port city is one of the most vibrant city types and its openness and prosperity depend largelyon its port. Urban spatial structure planning is a key factor determining the efficiency of urbanactivities, therefore urban spatial structure development and planning is a heated-discussed issue inthe planning community. This article focuses on planning the city and the port as a whole,reasonable arrangement of spatial structure and planning for the port city, implementing affectivemeasures to manage and induce the process and searching for the optimal spatial structure patterns.The development and evolution of relative theories are summarized. The connotation andimpact factors of spatial structure development and planning is analyzed and discussed togetherwith main types of port city and the trend in spatial structure of port city. The city of Ningbo isemployed as a case study. The stages of the Ningbo city evolves from point form to group patternand future development are analyzed. From the perspectives of population, industries,administrative divisions and ecology, the current spatial structure system is analyzed and existingproblems are revealed. The CA model is adopted to simulate and predict the urban spatial structureof the Ningbo city. The adjustment and optimization measures are proposed:Muti-core-group-extension mode should be adopted in the expansion of urban space; Industryplanning is proposed as the central urban area focusing on modern service industries, the northernarea focusing on new strategic industries and the southern area focusing on ecological economyand marine economy; A modern transportation network is proposed to especially relieve the trafficpressure in the central urban area;Strengthen the planning and management mechanism, promote the orderly development ofmarket is proposed. The network of the Ningbo metropolitan area can be constructed from thetransportation, industry, planning and management perspectives.
