In recent years, the new energy-saving projects mode, energy management contract,is growing fast in the energy efficiency estate in china with the impetus of the nationalpolicy and the increase of the social awareness. It is the key substance to verify theenergy-saving in the whole energy efficiency project in the form of the energymanagement contract, and the verfication of the baseline energy comsuption was themain work of the energy saving verification. Because of the inapplicability of theforeign methods and the weakness of the research in this field of verifyingenergy-saving, there is lack of a scientific&fair method for the energy-saving assessing.In connection with the using features and the special situation of the energy efficiencyproject, a baseline energy consumption verification methods fitting to our country wasproposed for the ventilation in the hospital in this paper.At the first part of this paper, the principles of the baseline energy consumptionverification were discussed, and then three principles of equality, fairness&practicability were proposed. Then the reference energy was divided into two types, theone for the ventilation system that had been transformed, and the one for the ventilationsystem newly built. For evaluating the first one, this paper proposed that it should basedon the reference flow rate assessing at first, and then this paper provided the verificationcriterion for this type of reference energy, in which this type of this reference energywas divided to two kinds again, and for the two ones this paper provided the specialverification methods. For evaluating the second one, the main energy affecting factorsof the ventilation system were analyzed, and finally proposed a method to caculate thesecond type of reference energy based on the energy efficiency level tables of the mainenergy affecting factors, on the base of which a methods of the new ventilation systemreference energy verification was proposed in this paper. Considering the operationmode, reducing the time comsumption of thr energy-saving assessing, and therationality and fairness of the energy-saving, the operation cycle time was introducedinto this paper as the minimum time unit to calculate the reference energy, and then amethod to determine the operation cycle for the ventilation system in hospital wasprovided in this paper.In the final part of this paper, the ward building and the image building in ahospital in Chongiqng city were taken for example to make a special analysis on the the hospital ventilation system. Then this paper used the methods proposed in the frontto calculate the reference energy in a year for the ventilation system in these twobuilding. The methods for the new ventilation system was used for the ventilationsystem in the image building, and the other one for the ward building. Finally, theverification resusults of the basic consumptiom and the measured ones werecomparatively analysised.
