At present, our country is in the key period of transition from the urban-rural dualeconomic structure to the modern economic structure. Solving the conflicts of dualeconomic structures is the fundamental way to walk the urbanization path. Theurbanization can be achieved only with the development of economy in the rural areas.Currently, the theory system about village layout and planning is incomplete. Themain experience obtained in the economic developed area in the coastal areas ourcountry is insufficient, practically and theoretically. Therefore, the theory system andthe experience are not suitable for the village layout and construction in underdevelopedcounties. There are many problems in the underdeveloped counties in Shaanxi Provinceregarding how to deal with the relationship between cities and countryside, how to findthe common points between them, how to make the current layout and constructioncomplete, how to carry out the transition and achieve mutual development. To solvethese problems needs further exploration and research.This essay is to study the layout and planning in Luo Nan County from the point of view ofurban planning discipline, based on the theories and knowledge from Geography, Urban Economics,Urban environment, urban Ecology.The first thing is to analyze the contents and methods of thecurrent layout and construction, to summarizes the research results, and to find the theoretic supportfor the urban system planning. The second thing is to analyze the basic characteristics and theexisting problems of the current layout and planning. The next thing is to make the current layoutand construction as complete as possible. The last thing is to analyze the urban system basis, thevillage layout system and construction of village. Conclusion: from the level of counties, developing socialistic new countryside inLu Nan cannot follow the ways used in the developed areas. Instead, based on thereality of the underdevelopment and the many mountains and hills available in Luo Nan,the effective and practical way is to design the layout and planning, to guide theremovals or the merger of villages and industrial integration, to modernize the economyof villages, to make reasonable migration of population, to use and share lands, naturalresources, fundamental constructions and services in a reasonable way, and eventuallyto reach the goals of urbanization. This study offers one effective construction modeand idea for developing socialistic new countryside in Lu Nan. This is also a positiveexploration of the theories and methods of village layout and planning in the westernunderdeveloped areas of china.
