Due to highly dependent upon the Air Traffic Control (ATC) devices in Air traffic controlling,the ATC devices have high correlation with the air traffic safety and hold an important position onprotecting civil aviation transportation safety. However, problems such as low emergency supportcapability of ATC devices, defective Emergency support plan, lack of devices configuration andmaintenance are founded during last several emergency support actions, which could be a hugepotential danger in the future. Thus, establish an evaluation method for ATC devices to recognize thegap between actualities and safety requirements, and provide scientific basis for the ATC emergencysupport plan, is a good way to prevent or mitigate the negative consequences when the disasterhappens and improve the emergency support capability for the ATC systems.This paper firstly analysis the reliability of the ATC devices includes operation environments,influence of inner and outer risk factors to the reliability, and designed a service logical blueprint ofthe ATC devices running states during aircrafts operation, with Bayesian network analysis theory anddynamic simulation, to analysis the neutralized consequence of airline network transportation capacityinfluenced by certain quantity of failure ATC devices. Secondly, this paper established an effectiveemergency support plan for the allocation of existing ATC devices and the new devices would beequipped/installed in the future, based on the evaluation of overall reliability of the ATC system andthe weakness been found in the current system. Finally, this paper presented a summary and gavean expectation of the related research in the future.
