Enterprise Safety Production Performance Evaluation System And Incentive Constraint Policy Research

In recent years, according with the progressing of science and times, the situation ofwork safety has improved gradually. On account of the establishment and implementationof work safety control index evaluation system, as well as the reinforcement of incentiverestriction policy, the implement of enterprise responsibility for work safety has beenpromoted. Hence the significant decline of work safety accident amount is guaranteed. Butthe safety performance evaluation system has an orientation towards the result control,which aims at the evaluation of accident index. This leads to a trend of emphasizing indexresult, neglecting process management. In contrast, accident prevention at source, safetybasis management and process management are weighed light. The key emphasis inwork-“focusing on prevention” is ignored. So it is of much significance to research on asafety performance evaluation system which lay emphasis upon accident prevention atsource, process management, together with result control. The study of incentive restrictionpolicy is also important. Given this, the level of enterprise work safety in China can beimproved; accidents number can be diminished; people and possession safety can beensured.Firstly, international safety performance evaluation systems and incentive restrictionare analyzed. Secondly, based on the work safety standardization; an enterprise work safetyperformance evaluation system is established. This system contains2levels of indices.The first level includes3indices, namely accident prevention at source, processmanagement and result control; while the second level includes16indices, namelyorganization and responsibilities, laws and regulations and safety management system,target designation, production equipment and facilities, operational safety, major hazardmonitor and control, occupational health, emergency management, accident management,work safety control index, work safety standardization completion and national policy. Allthese2level of indices cover all aspects of enterprise work safety evaluation. The systemoffers operability and scientific management methods for enterprise work safety.Moreover,all the indices are given weights by analytic hierarchy process. This system is utilized inevaluating a cement enterprise work safety management. Result as expected is obtained.Finally, incentive restriction policies are proposed in connection with this evaluationsystem, which promotes the implementation of enterprise work safety performanceevaluation system.
