Research On Evaluation And Optimization Of Hainan Automobile Purchase Restriction Policy

As the largest tourism province in China,Hainan is the base and advantage of high-quality and high-efficiency development of clean and natural atmospheric environment.In recent years,the Hainan pilot free trade zone and the free trade port with Chinese characteristics are developing at a high speed,and the number of motor vehicles has increased significantly compared with the past,as a result,air pollution and traffic congestion are becoming more and more serious.In order to thoroughly implement the spirit of General Secretary Xi Jinping’s "4.13" important speech and the spirit of the central committee’s document no.12,the Hainan Provincial Government issued a car purchase restriction policy on August 1,2018,that is,"Hainan Province passenger car ownership control and management measures(trial)".Up to now,the policy has been implemented for two years,the effect of the public policy implementation is mixed.How effective is policy enforcement today? Have you achieved your goal? Should the policy continue? Is there a need for further refinement? These are worthy of our investigation and study.Based on the theory of public policy evaluation,this paper uses the public policy goal of Weitang,a German scholar,to analyze and evaluate the policy of Hainan automobile purchase restriction.Through the method of questionnaire investigation and data comparison,this paper makes an overall analysis and evaluation on the changes of the objective of "scientific and reasonable control of vehicle ownership" and vehicle ownership,the situation of "easing road traffic congestion" and vehicle ownership change,the public’s feeling of road traffic congestion,the situation of "popularizing and using new energy vehicles" and the change of vehicle ownership of new energy vehicles,and the public’s willingness to purchase,this paper analyzes the existing problems and puts forward some suggestions for optimization: First,scientifically adjusting the number of lot-lots and scientifically adjusting the number of motor vehicles;second,taking various effective measures to solve the problem of traffic jam;Third,Multi-party Participation,vigorously promote the use of new energy vehicles.Through the research of this paper,it provides reference for the development and effective implementation of Hainan automobile purchase restriction policy,and opens the way for further easing Hainan road traffic congestion and promoting the use of new energy vehicles.
