Study On Implementing Scheme And Benefit Analysis Of Cleaner Production In Lushuihe Patricleboard Factories

Attaching great importance to industrial pollution problems and pollutionprevention&control work, and actively responding to the United Nations’ workingplan of promoting cleaner production, the Chinese government formulated theCleaner Production Promotion Law of the People’s Republic of China in2002, andsuccessively promulgated a series of environmental protection laws and regulations,which effectively promoted the in-depth development of China’s environmentalprotection career.This paper firstly reviews the current situation and problems of China‘senterprises cleaner production program. It is concluded the necessity of cleanerproduction, as well as the research basis and the significance of the paper. Based onthe cleaner production work of Lushuihe Particleboard Plant, China Jilin ForestIndustry Group Co., Ltd, this paper studies the present situation of pollution dischargeand cleaner production in enterprises, and describes in details of the process ofdetermining implementation plan, program implementation, benefit analysis andcontinuous discussions. Based on the above research, the following main conclusionsare made.Waste gas, wastewater noise and solid waste are the main pollutants. Lowawareness of cleaner production of the employees is the main factor that restricts thedevelopment of the enterprises’cleaner production work.To formulate reasonable and practical clean production schemes, firstly we haveto determine the reasonable implementation object. Then we need to clear theprinciples, objectives and factors of the cleaner production which determine theprimary scheme of the cleaner production program by using wide data acquisition,analysis and with referring to advanced technology of cleaner production program.Finally, we give a comprehensive analysis on the primary implementation from the aspects of technical, environmental and economic evaluations before obtaining theoptimal scheme.The implementation of cleaner production program requires full preparationbefore formulating feasible implementation plans. The implementation process shouldbe strictly in accordance with the plans. At the same time, we have to give analysisand evaluations on the economic and environmental benefits of the cleaner productionprogram so as to develop a more continuous cleaner production scheme. Only in thisway, the enterprise can truly realize the sustainable cleaner production which bringsthe environmental and economic benefits, keeps the competitiveness and achieveslong-term development in the industry.
