Energy is the basis of the modern economy. However, energy development andprotecting the natural environment from destruction is a dilemma in human society. InChina, with the energy demand in future be great, energy development, environmentalissues will become increasingly prominent. To promote sustained, rapid and healthydevelopment, it is necessary to meet the energy needs of economic development, and anegative impact of energy development on the environment will be controlled within theacceptable range. The contradiction is very prominent. To study the environmentalissues of energy development, analysis and evaluation of the environmental capacity, andpropose solutions, it is aimed at protecting the environment to meet the society’s demandfor energy at present and even future for a long time. It also shows that exploring thedialectical relationship between energy and environmental capacity development hasextremely important practical significance.This paper has described environmental problems caused by energy developmentfrom the international and domestic energy development situation. On this basis, fromenergy production and energy consumption, the ideas and methods of the hierarchyprocess analysis is used to establish a theory and assessment frame of energydevelopment and environmental capacity based on energy model. With Sichuan Provinceas example, an empirical analysis is demonstrated. The main contents and results of thethesis are summarized as follows:(1)The international and domestic energy development in recent years wassummarized. The course and the overall situation of energy development trend wasdescribed. The analysis shows that energy development is to further deepen the economicand social impact, energy consumption and production patterns be undergoing profoundchange. The environmental issues caused by energy development are increasinglyprominent.(2)From the view of energy development and production, energy consumption, adetailed analysis of the environmental impacts during the energy development processwere carried out, including the environmental problems brought about by coal mining and consumption, oil and gas production and consumption and hydro, nuclear, wind power,photovoltaic power generation development. By establishing the energy andenvironmental analysis level model, the supply and demand of energy development,energy economic situation, the energy structure, and energy development andenvironmental damage, atmospheric environmental capacity, carbon dioxide, sulfurdioxide emissions status, etc., were analyzed. Through a comprehensive and systematiccombing of these environmental constraints conditions, the problems between energydevelopment and environmental protection were explored. And energy andenvironmental capacity situation were preliminarily analyzed and judged. All these willcontribute to the achievement of sustainable energy development and the further reformof the existing energy and environment.(3)With the energy development in of Sichuan Province as example, in the12thFive-Year period, energy production and consumption situation is analyzed and measured,with an emphasis on the calculation and evaluation analysis of environmental problemsof sulfur dioxide, carbon dioxide and other brought about by coal and oil and gasconsumption. The ecological impacts of hydropower development and immigrationissues were evaluated. On this basis, the province’s economic loss caused by pollutionand ecological degradation was comprehensively evaluated. The results show thatSichuan Province is actually taking the road after pollution and a heavy economic costsand environmental costs n had been paid. While maintaining rapid economic growth, topay full attention to energy and environmental issues, reduce environmental pollution hasbecome an extremely urgent and serious problem. Overall, the future energy demand inSichuan Province is in great demand. Thus, enormous pressure will be exerted on theenvironment.(4) The energy source development environment capacity assessment algorithmproposed in this paper is applied to form the soft system of Sichuan province energydevelopment environment capacity assessment by C++.
