A Study On Goverment’s Responsibility Of Air Pollution Control

Since the late20th century, global warming has been increasing, while climatic disasters have been happened frequently. Apart from that, the prevalence of upper respiratory diseases among the urban population increased sharply. How to alleviate the contradiction between the current urban development and environmental preservation and to balance the harmonious relationship between the two become to be a problem that the governments.NGOs, academics, media and public all concern on. As in the urbanization process of rapid development, Tianjin New Coastal District, which is divided into two parts which are Inland cities and Sea port in the regional structure, located in the center of the Bohai Sea economic zone and approached to the Beijing and Hebei, has the both typical features of pollution composition complexity and cross compound of inter-city, land-sea pollution about air pollution. The author has a study on the government responsibility about air pollution prevention in this area from a public management perspective. Through the dialysis of situation of taking responsibility in air pollution prevention, the author aims to find the lack of the government responsibility in current and explore optimal measures, and then, finally find out the balance between process of urbanization and environment maintenance, and provide reference countermeasure for government responsibility perfecting of other similar regional.The author takes a study about government responsibility from three aspects: region build of Tianjin New Coastal District, air pollution status and goverment prevention status, and realized three goals. First, establish the relationship among regional framework, process of urbanization and air pollution, and define the content of government responsibility; Second, find out the flaws in government responsibility and accountability, and propose improve measures. Third, make suggestive regulatory measures which are strong operational, continuous and sustainable.The article is divided into five parts, which specifically includes:the first part is introduction, which covers the research background, purpose, significance, research ideas, methods, content, related research review at home and abroad, as well as the basic definition of the concept. The second part is about the review of government responsibility related air pollution in Tianjin New Coastal District, which includes regional construction of Tianjin New Coastal District, air pollution situation and the government responsibility for general overview. The third part is about the situation and problem of taking responsibility in air pollution prevention in Tianjin New Coastal District, which covers accountability situation and analysis of existing problem. The fourth part is the countermeasure analysis about how to fulfil the responsibility in air pollution prevention better, and in many ways, to put forward optimization recommendations which used to carry out the government responsibility better. The fifth part is summary, which sums up this whole research.
