In recent years, air pollution has become one of the important factors affecting the quality of economic and social development in China.Consumer behavior, especially the high carbon consumption of consumer,is an important cause of air pollution. At present, the driving role of consumption continues to increase and become the first driving force for economic growth. In this context, consumers should take corresponding responsibility for the prevention and control of air pollution. The Bohai Rim region is an important economic region in China. It has a large scale of consumption and is also the region with the most serious air pollution in China. Therefore,by studying the consumer responsibility in the prevention and control of air pollution in the Bohai Rim region, this paper will deeply explore the impact of consumer behavior on air pollution and provide suggestions for strengthening consumer awareness of responsibility. We hope to promote cooperation among various entities and fight together to protect the blue sky.By analyzing the responsibility of each responsible entity in the prevention and control of air pollution and the relationship between them, the responsibility of consumers in the prevention and control of air pollution is clarified. Then this paper establish a evaluation index system of consumer responsibility in preventing and controlling the air pollution in the Bohai Rim.The gray correlation mathod is used to analyze the correlation between the consumer behavior related indicators in2009-2016 and the air pollution degree in the Bohai Rim region. The STIRPAT model and the panel data model are used to further analyze the specific influence of each factor on air pollution. The study found that the population density, coal consumption ratio, private car ownership, and urbanization rate are all positively correlated with air pollution;household consumption level is negatively correlated with air pollution;per capita energy consumption has no significant impact on air pollution.According to the quantitative analysis result and combining with the status quo of consumer responsibility in China, the following suggestions are proposed in order to strengthen the consumer responsibility and enhance the enthusiasm of consumers in the prevention and control of air pollution in China: Consumers should enhance their sense of responsibility actively and improve consumer behavior;improvinglegislation and system construction;optimizing city spatial planning and population layout and rationally allocating resources;promoting the set up of green consumption and green life concept, optimizing consumption structure;improving energy consumption structure and improving consumers' willingness to pay;using legal, economy and technical means to strictly control the pollution of private cars;improving the mechanism of consumer participation.
