The North Shandong Plain (NSP) in the lower reach of Yellow River is an importantproduction base of grain and cotton. Irrigation support good condition for a high yield ofagricultural production. Irrigation projects in this area is up to50years. However, irrationalmanagement on agriculture caused pollution in surface water and groundwater after long-termirrigation. Agricultural development, rural expending, energy useage, and chemical fertilizerapplication responsed mainly for water and soil pollution. To take ground water samples instudy area, nitrate values were analyzed and current situation of groundwater quality wasdiscussed. To find the potential reasons for ground water pollution, the variation trends ofeconomy, environment, and agriculture in NSP in the past30years were analyzed to find theeffects of agro-economy on regional water quality. Finally, some policy suggests were givensuch as to ensure regional food security, avoid soil salinization, improve regional ecologicalenvironment, construct water-saving facilities. It is expected to have some advices for localgovernment and supported them to have a sound development. Growing emphasis on theecological balance, green economy, and cycle agriculture all over the world; waterenvironment is paying more and more important role in this progress.
