This paper studied an efficient and environmental-friendly water based extinguishing agent formula. The optimal composition was determined through experiments by considering the following functional composnent, cooling, suffocation, covering, flame retardant and antifreeze. According to national standard GB17835-2008, physical properties were tested. Meanwhile, in order to verify the function of each component in the formula, thermal decomposition performance was tested. For application purpose, extinguishing performance of Class A fire and Class B fire was compared with anther two water based extinguishing agents, one made in Japan, the other made by some corporation in China. The applications of this designed water based extinguishing agent on Class K fire and hazardous materials fire, such as nitrocellulose and tungsten delay composition fire were explored. Finally, the extinguishing process of Class A fire was simulated by Fire Dynamics Simulator (FDS). The conclusions are as follows:(1) The physical properties of the designed water based extinguishing agent were in line with the standard. The freezing point can reach-15℃, the value of pH is8.05, surface tension is21.2mN/m and there is no visible stratification and heterogeneous system after freezing-melting process. It is good for covering, because the generated foam in the extinguishing process sustains the same within45min. The result of Thermogravimetric-Differential Scanning Calorimetry (TG-DSC) showed that this extinguishing agent can absorb a lot of heat. Depending on the Mass Spectrometry-Fourier Transform Inftrared Spectroscopy (MS-FTIR) test, it would generate vapour, carbon dioxide and ammonia in the thermal decomposition process, which played a flame retardant role in the extinguishing process.(2) The fire suppression ability of this extinguishing agent was superior to another two extinguishing agents made in Japan and China, moreover, it can be used for Class K fire, nitrocellulose and tungsten delay composition fire.(3) The fire suppression model was established by setting the room and grid size space by FDS. Then the fire source, thermocouple and sprinkler were set to simulate the extinguishing process of Class A fire. It is shown that Class A fire can be extinguished effectively by water spray, and the greater the flow, the shorter extinguishing time and the bet -ter the fire suppression. And there was no further impact on fire suppression efficiency when the flow increased to10L/min.
