Economic development and the environment protection is the main theme of the21st century. With the increasingly outstanding contradiction between the economic development and environment pollution, the environment problem has becoming a threat to human survival. People begin to rethink about the negative consequences of the ecological environment for the irritional planning. Land use planning strategic environment accessment (LUPSEA)is a great remedy in environment protection. LUPSEA is a method or an institution that can analysis, evaluate and forecast the environmental impact which caused by the implementation of the land use planning. Moreover LUSEA puts forward the strategies and alternative plans to prevent or to slow down the negative environmental impact from the perspectives of environmental protection and gives the full tracking and monitoring. The study of LUPSEA assessment study enriched the LUPSEA practice experience and promote the LUPSEA a further development. The study of LUPSEA will make the decisions more scientific and reasonable, and it will be good for both economic development and environment protection. It will also eliminate the negative factors for the following land use plans and alleviate the contradiction between economy and environment, and finally promote the land-using and environment make progess together. So it’s quite necessary to do a further research in this field.Based on the comparion of the strategic environmental assessment methods, three methods were applied for the evaluation including the ecological footprint methods the DPSIR model and the analogical analysis method. We take Yingkou City as an example, conducted LUPSEA of Yingkou city. The evaluation results show that Yingkou belongs to the weak sustainable development at the moment, with the purposes of planning, the changes of land-using in the structure and layout have a positive affect to environment which continually strengthen the function of the ecosystem. Yingkou’s ecological environment tends to be good, Yingkou City’s land use planning is entirely feasible. What’s more, by using the environmental analogical method this paper predict the land use problems and potential environment damage in Yingkou’s future and bing up countermeasures to work those problems out.
