In recent years along with the China and the ASEAN Free Trade Area construction continuously steadily, Qinzhou harbor cooperation between China and ASEAN as a bridgehead, oil refinery project of10million tons class of China Petroleum completed and put into production,20million tons class of petroleum reserve base settled in Qinzhou, crude oil output reached30million tons, year crude oil barge amounted to10million tons, ship traffic flow increased significantly, especially for large ships, oil tankers increasing, the massive oil spill pollution risk is increasing. However in oil spill emergency capacity-building, from government service concept to the investment on pollution prevention equipment to prevent the pollution, especially is insufficient.This article from the existing pollution prevention force at Qinzhou port, through extensive reading of literature data and field investigation, and first detailed analysis oil spill emergency response capacity of existing situation and problems of Qinzhou port, And the integrated use of the new public management theory and the theory of crisis management, from the crisis prediction, identification, estimation, coping and monitoring and other aspects, a comprehensive analysis of Qinzhou port oil spill emergency ability insufficient reason,found some reasons such as the marine oil spill emergency system is still imperfect, the government emphasis is not high, low capital investment, anti-pollution equipment, facilities insufficient, the layout and structure of emergency power unreasonable, quality and business level of emergency staff uneven, lack of disposal of major marine pollution accident. This has historical reason, also have real problem, existing problems, and the problem on system of organization, the reason is very complex. Finally, refer to these reasons, put forward5practical Suggestion, such as to build regional cooperative linkage of the oil spill emergency response system, improve the ship oil spill pollution emergency plan system, Scientific allocation of oil spill emergency public resources, provide financial support for oil spill ability construction, build a professional emergency response team etc. All suggestion try to make oil spill emergency resources equipped reasonably, and improve staff awareness and ability of emergency reaction, thus to rich oil spill emergency capability construction management theory, and provide reference for improving oil pollution emergency response capacity at the port of Qinzhou.
